USPA Getting Strategic Plan till 2025 Adopted

Ministry of Infrastructure of Ukraine has approved Strategic Development Plan of the state enterprise (SE) Ukrainian Sea Ports Authority (USPA) for the years 2021 – 2025 elaborated jointly with the outside consultant – the international company Roland Berger.

 “In spite of unstable outer markets conditioned by the COVID-19 expansion, we anticipate the company’s sustainable development and growth of its basic production performance in the interaction with our partners”, noted Acting Head of SE USPA Oleksandr Golodnytsky.

The Strategic Plan realisation is going to enable modernisation of the enterprise’s key assets and business processes, as well as to increase the operational efficiency and international competitiveness of Ukrainian sea ports. Moreover, the Strategic Plan realisation would help keeping design properties of hydraulic structures (sea port harbours, berthing facilities etc.) and maintaining them in proper technical state to enhance the cargo flows servicing efficiency in the sea ports.

Andrii Haidutsky, Head of SE USPA Supervisory Board, points out: “The Board has taken an active part in the forming of Strategic Plan concept to transfer USPA into a modern joint stock society, approaching to the Port-Landlord pattern in accordance with the World Bank recommendations, and improvement of interaction within the port community. Our next task is to provide the systematic monitoring of its fulfilment and if necessary to elaborate correction measures”.

Thanks to enhancement of the corporate management and further upgrading of the sea ports infrastructure, it I expected to secure till 2025 the EBITDA cost effectiveness of SE USPA not less than 15%, the return of assets at the level of ~8%, as well as enlargement of the cargo throughput per berthing metre for all types of cargo.

According to Oleksandr Golodnytsky: “What is substantial for us is the fact that the draft Strategic Plan had been widely and in detail discussed for the first time with the trade unions, as well as business associations etc. That’s why we expect for active involvement and collaboration on their part in the course of its strategic directions realisation”.
