Olvia Sea Port Concession Agreement Signed

On 20 August Ministry of Infrastructure of Ukraine (MIU) in the person of its State Secretary Volodymyr Buchko, Ukrainian Sea Ports Authority (USPA) in the person of its Acting Head Oleksandr Golodnytsky, the company QTerminals W.L.L. (Qatar) in the person of its Director General Neville Bissett, and LLC QTerminals Olvia (Ukraine) represented by Mohammad Yussef Jamil Al Lahham, have signed in the online mode the agreement on transfer to concession of the specialised sea port Olvia situated in Mykolaiv.

The ceremony was also attended by Minister of Infrastructure of Ukraine Vladyslav Kruklii, Minister of Transport and Communications of Qatar Jassim Saif Ahmed Al-Sulaiti, Extraordinary and Plenipotentiary Ambassador of Ukraine in State of Qatar Andrii Kuzmenko, and Extraordinary and Plenipotentiary Ambassador of State of Qatar in Ukraine Hadi Nasser Al-Hajri.

In accordance with the agreement, the concessionaire shall invest in the port’s development about 3.4Bn UAH (~ 123.64M USD). Besides that, at least 80M UAH shall be assigned for the local infrastructure.

Minister Kryklii thanked the MIU team, in particular its Project Office SPILNO, and the partners from International Financial Corporation (IFC, a branch of World Bank), and European Bank for Reconstruction and Development (EBRD) for their efficient and fruitful cooperation. The concession project had been prepared by EBRD and IFC funded through Global Infrastructure Facility (the funds had been spent for the international consortium of consultants comprising Castalia, EY, MTBS Ukraine et alii to develop Feasibility Study).

“This concession is a great achievement for the Qatari company QTerminals which implements its strategy towards expansion of overseas investments as a company dedicated to port management”, declared Minister Al-Sulaiti. He further drew attention to the fact that the concession win was an important investment opportunity in a most promising Ukrainian port located on the Black Sea, which indicates that all the works on modernisation provided by QTerminals in Olvia port are going to encourage support of its activities and enhancing the level of its navigational services and logistic businesses related to it, that would comply with best international standards, thus improving the port’s operability in order to secure all relevant possibilities to become a successful and excellent international terminal for grain trade. Minister also confirmed that this step would strengthen the economic cooperation with Ukrainian companies.

“For the company QTerminals this concession signed will come the first step in its strategy of entering international markets. We are responsible towards our liabilities in respect of the public stevedore Olvia, and hope on further fertile collaboration betweeb Qatar and Ukraine in the Black Sea port industry. We are sure: QTerminals management’s commitment combined with Olvia personnel’s experience and skills will be a victorious amalgam for each party”, noted QTerminals DG Neville Bissett.

Also, Head of IFC regional office Jason Pellmar and the manager of EBRD consultative division Marcos Martinez Garcia commented on the event expressing assuredness of the PPP pattern’s triumphant pace in Ukraine along with investments flow with further support from both institutions.
