On 11 June 2020 a meeting of the Permanent Secretariat (PS) of the TRACECA (Transport Corridor Europe – Caucasus – Asia) Intergovernmental Commission (IGC) was conducted in the web-conference mode chaired by the IGC Secretary General Asset Assavbayev and participated by national secretaries of the member countries, namely Azerbaijan, Bulgaria, Georgia, Iran, Kazakhstan, Kyrgyzstan, Moldova, Romania, Tajikistan, Turkey, Uzbekistan, and Ukraine, as well as by officials of corresponding ministries and PS executives.

During the session Parties considered a possibility of signing the Agreement on Single Transit Permit purposed to enhance competitiveness of the corridor. The draft agreement envisages enforcement of an electronic document entitling road haulers to provide transit voyages (including empties) by the Member states territories without the requirement of receiving a separate permit for transit. Parties voiced their positions towards this agreement implementation.

Representatives of Ukraine as well as Georgia, Romania, and Turkey proposed to consider a possibility of implementing such a permit based on the existing technical document Multilateral TRACECA Permit. It was decided to form a working group in order to further determine the concept of Single TRACECA Transit Permit. The WG is to start not later than 01 July.

Also, aiming at rationalisation of the TRACECA transport connections chart, the issue of TRACECA routes identification principles was considered. The corresponding draft methodology should be developed by the dedicated WG.

Besides, PS presented its suggestions on amendments to the IGC rules of procedure in force and Statute of TRACECA IGC PS. Parties pointed out that regulatory documents require thorough consideration and therefore agreed to submit their notes, comments and suggestions within the next 30 days.

Meanwhile, in the course of the meeting Ukrainian Party reported on the progress of domestic procedures going on in the country aimed at accession to TRACECA Agreement on Development of Multimodal Transport. At the time also the republics of Kazakhstan, Moldova, and Turkey were undergoing the relevant procedures of accessing the Agreement.
