Pre-Feasibility Study for Public Stevedore Yuzhny Approved

Ministry of Infrastructure of Ukraine (MIU) has approved the preliminary feasibility study (pre-FS) of a concession project for the dry cargo terminal of the state-owned stevedoring company Sea Trade Port (STP) Yuzhny.
As the ministry’s Press Office informs, the corresponding decision was passed at the Thursday’s meeting. The meeting was attended by delegates from MIU, the state enterprise Ukrainian Sea Ports Authority (USPA), SE STP Yuzhny, Reforms Support Office of MIU, consultants from the infrastructure sector technical assistance office, Ministry of Finance of the USA, from the European Bank of Reconstruction and Development (EBRD), and international financial institutions.
The pre-FS designer is an international consulting company Egis in the framework of the EU assistance. As per USPA Press Office, the experts have worked out several options of the company’s development with a concessionaire’s help, basing on which MIU is expected to prepare a concept note for the PPP project.
“We are very grateful to Еgis International and consultants of the USA Ministry of Finance infrastructure sector technical assistance office for this fruitful cooperation. Our next step will be in collaboration with IFC and EBRD towards the preparation and approval of the concession project’s FS for the port Yuzhny, and holding a tender to identify the concessionaire”, mentioned Director of Reforms Support Office of MIU Oleksandra Klitina.
The development of SE STP Yuzhny dry cargo terminal concession project pre-FS started in April 2018. The project envisages erection of a new terminal for bulk loose cargo handling (coal and iron ore).
According to the USPA Register, SE STP Yuzhny operates Berths 5-9 and 38 of the sea port Yuznhy. In 2017 the public stevedore’s throughput shrank comparing to 2016 by 5.7% i.e. down to 11.6M t.
