“American businesses express concern in participation in Ukrainian investment projects, and we hope that such companies will be more and more”, said Mr Kryklii.
He reminded that in 2019 there was Law on Concessions adopted in Ukraine.
“As we decided, everything that could be managed privately in the infrastructure sector should be transferred to operation by private companies since they do it more efficiently than the state”, noted Minister.
He further told the audience that the previous year there had been an agreement signed in Ukraine regarding transfer to concession of Kherson sea trade port for 30-35 years.
The work on launching a concession project in the sea trade port of Chornomorsk is on as well. “There are certain difficulties but the project urges attention for long, and there already is a list of potential investors from various countries”, pointed out the head of Ministry of Infrastructure of Ukraine (MIU).
Vladyslav Kryklii observed that the feasibility study development was completed jointly with European Bank for Reconstruction and Development (EBRD), and MIU planned to conduct the tender on 30-35 years concession. There are more concession projects under consideration: Odessa Port passenger complex, quays of Berdiansk sea port.
As per Minister, besides the sea ports, there are projects of railway transport development offered for concession. In particular, the passenger stations in Kyiv, Dnipro, Khmelnytsky, Vinnytsia, Mykolaiv, Lviv, Odessa, and Chop are spoken about, which can become trade + entertainment centres with advanced transport connection systems.
MIU jointly with EBRD was finalising the development of a concession project on reconstruction and building of six road sections 1,400 km long on account of both public funds and private investments, as noted by Minister. He called the businessmen to initiate investment ventures in the infrastructure sector: “The initiative may come both from the government and from private structures”, he stressed upon.
