On 23 April 2019 the first session of Supervisory Board of state enterprise Ukrainian Sea Ports Authority (USPA) took place. The board members elected its managing bodies and identified the plan of activities for the ongoing year.
Chairman of USPA Supervisory Board was elected Dmytro Barinov, First Deputy Head of Ukrainian Marine Administration. His deputy became Patrick Verhoeven, Belgium, who has held management positions in international port organisations for the last 25 years.
Minister of Infrastructure of Ukraine Volodymyr Omelian remarked that the start of USPA Supervisory Board functioning was an important step toward implementation of corporative management standards in a public company. Minister also stressed that he would personally encourage far and wide the work of the Board and support initiatives on further implementation of the European port sector management experience in Ukraine with a clear step-by-step plan.
“USPA hopes on fruitful cooperation with the SB members by such important directions as the company’s corporatisation, continuation of the port sector reform under landlord-port pattern having been driven and being driven on by USPA. The SB members’ experience is going to be also very instrumental to enhance transparence in interaction with customers and management system efficacy, as well as to reinforce the company’s position in the international domain”, USPA manager commented upon the key event of the enterprise’s history.
In the course of the first meeting Supervisory Board members signed contracts with SE USPA, organised committees on audit and on employees appointment and awarding matters. The next meeting is due in a month during the already traditional Ukrainian Ports Forum in Odessa sponsored by USPA and Centre for Transport Strategies.
“The first SB session proceeded to my view very efficiently. Chairman and Vice Chairmen elected, normative committees created. This enables us to participate in collaboration with the enterprise to full extent. As for USPA, further implementation of corporative management is going to make the enterprise management system more transparent and intelligible for international partners, which would open new opportunities to involve funds and investments”, summed up the newly elected Chairman of Supervisory Board of USPA Dmytro Barinov.
Background:
According to SE USPA Charter and Enactment of SE USPA Supervisory Board by Ministry of Infrastructure of Ukraine, the Board is a body regulating performance of SE USPA Head, evaluating suggestions on the company’s development in accordance with the law in force, as well as controlling the SE USPA financial and business activities.
Supervisory Board of USPA consists of the four independent members namely Wolfgang Hurtienne (Germany), Van Shoonhoven (the Netherlands), Patrick Verhoeven (the Netherlands), and Yulia Klymenko (Ukraine), as well as the three state representatives namely First Deputy Head of Marine Administration Dmytro Barinov, Executive Director of the Government’s Reforms Office Anton Yashchenko, and Advisor to Minister of Infrastructure Taras Trotskii. Cabinet of Ministers of Ukraine has passed the decision agreeing upon the SE USPA SB personalities on its meeting of 06 February 2019.
The preliminary selection of independent members had been provided by the local branch of international top personnel ‘head-hunting’ agency Boyden Global Executive Search – Boyden Ukraine. On the whole there were 85 candidates from 16 countries presented to the SE USPA SB contest longlist.
