Ukrainian Government Seeing to Launch of 25 Industrial Parks

Cabinet of Ministers of Ukraine intends to build the infrastructure for 25 industrial parks (IP) till 2024 for which a corresponding bill is ready for the second reading in Verkhovna Rada, as revealed by Minister for Communities and Territories Development of Ukraine Oleksiy Chernyshov at the forum Ukraine 30.

“Government plans to build the infrastructure to the network of 25 industrial parks for the public funds in the next three years, which is going to ensure creation of hundreds of jobs in the adjacent sectors”, declared Mr Chernyshov.

Among the industrial parks’ advantages named by Minister there are a low ‘entry barrier’, and facilitated new investments. In particular, the compensations and privileged credits, tax and customs privileges are spoken about.

Now this Ministry jointly with Ministry of Economy Development and Trade, Parliament’s Committee on Economic Development and experts in order to create basic infrastructure and economic incentives have prepared for the second reading Draft Law No. 4416-1 on amendments to Law on Industrial Parks, which envisages support of such parks’ development by way of:

  • building the engineering and transport infrastructure of the IP on account of the state budget;
  • indemnity of the payable interest on credits for the IPs business activities and outfitting.

To secure the tax and customs privileges for the IP stakeholders there are bills #5688 and #5689 registered respectively.

It is the exemption from Tax on Profit for 10 years upon its re-investment in the development spoken about, as well as exemption from the dues levied and VAT on new equipment imported for the use in one’s own business, and some privileges on the real estate tax subject to a community/municipality’s decision.

Earlier the manager of Naval Park (Mykolaiv area) Oleksandr Yurkov had declared that their IP at the territory of Chornomorsky Shipbuilding Yard would enable to solve the city’s transport congestion problems and attract investments.
