Today on 15 July Acting Director of the public company (PC) Ukrvodshliakh Ihor Sheverdin and CEO of China Railway 14th Bureau Group (CRCC14) Li Junqiang have signed Memorandum of Understanding and Cooperation, accompanied by Minister of Infrastructure of Ukraine Vladyslav Kryklii and His Excellency Extraordinary and Plenipotentiary Ambassador of the People’s Republic of China Fan Xianrong.
The parties are to participate in the inland water transport infrastructure development in order to cherish the trade between Ukraine and the PR China as well as to exchange experience.
“We anticipate the soonest adoption of the Law on Inland Water Transport which is actively supported by our European partners, and which is paramount to produce a mighty impetus to the river transportation reform in Ukraine. It is going to make river logistics efficient and to enable carrying large shipments thus saving millions for the motor roads repairs. The Law also envisages creation of State Fund of inland waterways development being in the extreme need for ensuring the Dnipro river shipping sluices proper technical state and providing higher throughput capacity of the river. We do actively collaborate with the Chinese party by many infrastructure sectors. The involvement of the PRC’s major experts to our inland waterways development will result in an important signal for the market”, Minister Kryklii noted.
On his part, Sir Ambassador Fan Xianrong pointed out that Ukraine’s authorities do pay a lot of attention to the infrastructure development. “Ministry of Infrastructure of Ukraine is a key authority to develop economy. Recently we have met jointly with Minister Kryklii the direct container train from China to Ukraine, and we crave for enlarging the cargo flow between our nations”, stressed His Excellency Sir Fan.
In accordance with the MoU, Ukrainian-Chinese cooperation will embrace the items as follows:
– promotion of inland water transport development;
– creation of mutually beneficial logistic solutions as regards the Ukraine-China trade;
– identification of technical barriers and other hindrances concerned with the traffic between Ukraine and the PRC;
– involvement of investments, technologies, and advanced experience towards implementation of infrastructure projects at Ukraine’s inland waterways;
– advancement of the modern innovative infrastructure creation;
– identification of possible ranges of the further cooperation in the PPP (public-private partnership) sphere.
Ukraine expects efficacious practical realisation of a number of agreements with the PRC in force, and the Chinese party’s readiness to sign Protocol to Agreement between Ministry of Infrastructure of Ukraine and Ministry of Commerce of China on cooperation in the infrastructure sphere and implementation of pilot projects of the M-22 motor road construction at the area of Kremenchuk diversion with the Dnipro river bridge crossing, Great Ring Road around Kyiv city, and the road M-14 Odessa – Mykolaiv – Kherson on account of a soft loan by the Eximbank of China.
There were also parliament members, executives of President’s of Ukraine Office, and representatives of Ministry of Infrastructure of Ukraine, Ukrzaliznytsia (Ukrainian Railways JS), Ukravtodor (Ukrainian Motorways Authority), Chinese Embassy and CRCC14 attending the meeting.
