QTerminals have championed the tender on concession of the assets of the state enterprise (SE) Stevedoring Company (SC) Olvia. The term of concession is 35 years.
QTerminals deal with port operations and maritime transport, provide handling of containers, general and Ro-Ro cargoes. The company’s mission is to promote Qatar’s efficacious foreign trade. The company’s founders are Mwani Qatar (51% share) and Milaha (49% share).
The bidders’ short-list included QTerminals (Qatar) and the consortium of LLC Maritime Agency “Piters” and LLC Protto-Gazolin (both Ukraine).
The call for bidding was announced on 12 September 2019, and bids were admitted from 18 October to 16 December 2019.
SE SC Olvia as well as SE Kherson Sea Trade Port is the site for port sector concession pilot projects. Both projects were approved by Ministry of Infrastructure of Ukraine on 23 June 2016. The appropriate Feasibility Study was developed by a consortium of international consultants summoned by EBRD and IFC embracing Castalia, EY, MTBS Ukraine et alii. The FS included financial, technical, environmental, and legal expert appraisement.
