Ministry of Infrastructure of Ukraine (MIU) is going to create a permanent panel – the commission that will consider, assess, and recommend to further realisation investment projects in the sphere of transport, road facilities, and postage services, subject the EU recommendations.
On 15 April Vice Minister Natalia Forsiuk announced it during an online training for local authorities. She said that today the matter of a unified approach to investment planning and prioritisation is problematic in most countries worldwide, Ukraine included.
Taking that into account, MIU has developed jointly with the EU Project – Assistance to the Ukrainian Authorities for Improvement of the Infrastructure Cycle Management (IPCM) – instructional guidelines to enable unifying the approach to elaboration of project proposals, and the instruction on investment projects and selection as well.
“Clear and intelligible for the investment project introducers assessment, selection and monitoring criteria for such projects will enable forming them in a best quality manner project proposals, while Government – achieving maximum efficiency from such projects both in each particular region, and in Ukraine on the whole”, stressed N. Forsiuk.
She noted that by all means each project submitted to consideration is important for a certain local community, municipality or region, however under the conditions of restricted funding the maximum attention ought to be paid to the very criteria of prioritisation and unbiased comparison of project’s significance.
She summed up: “The new commission’s work, introduction of the mentioned techniques, as well as the projects consolidation in a single register for applying best practice of already implemented projects are going to enable developing an integral strategic planning system, and hence every subsequent project would be realised more rapidly and efficiently.”
