The ensuing step towards Ukraine’s port sector concession will be development of a feasibility study (FS) for PPP of the sea port of Izmail, Minister of Infrastructure Vladyslav Kryklii announced today on Monday 28 September.
“We are already selecting a company to develop FS for Chornomorsk railferry complex. Besides, we are already finalising the project concerning Passenger Terminal and hotel complex in Odessa Port. These are just the two first ventures. And lately we have announced initiation of Izmail deal. Now we are at the phase of the interim pre-FS preparation, and we are ready to proceed ahead. Hence, Izmail is the next in queue, to get ready”, said Mr Kryklii during the forum Investments Matter.
Earlier Minister reported that MIU was planning to realise concession projects in Chornomorsk sea trade port, including the railferry terminal, Izmail and Berdiansk sea ports.
“Izmail port concession is to come, Chornomorsk and ferry complex as well. Besides, we additionally prepare Berdiansk port for transfer to concession. The only thing – we are going to wait a bit as concerns Pivdenny (Yuzhny) port. There are also ports of Ust-Dunaisky and Bilhorod-Dnistrovsky handed over to State Property Fund for privatisation”, declared Minister at the round table Motion Change: Transform Infrastructure Reform in Ukraine organised by European Business Association on 17 September.
In August 2020 State Enterprise (SE) Chornomorsk sea trade port started the preparatory phase of PPP projects implementation. In particular, according to MIU’s Order No. 368 by 24 June 2020 the preparatory actions started regarding transfer to concession of the ferry complex area, and of Berths 1-6 including rear yards (1st cargo area and the container terminal) of the public stevedore. Later on SE Ukrainian sea ports authority (USPA) announced a tender to select a consultant to develop FS and tender documentation for Chornomorsk ferry terminal concession.
