IFC and EBRD to Help Prepare Legal Framework for Chornomorsk Concessions

International financial institutions will help Government of Ukraine to develop the package of contract paperwork.

International Financial Corporation (IFC), European  Bank for reconstruction and Development (EBRD), Ministry of Infrastructure of Ukraine (MIU), and Ukrainian Sea Ports Authority (USPA) have agreed upon collaboration with regard to structuring and conducting the tender to realise the public-private partnership (PPP) projects in the sea port of Chornomorsk.

As per the corporation, IFC and EBRD are going to render aid to Ukrainian government in elaborating a comprehensive legal framework, identifying the tender criteria and auction rules, as well as arranging communications and holding negotiations with potential investors prior to the moment of transactions commercial closing.

“The future concession of Chornomorsk port terminals is a great step on the way of Ukraine’s port industry development which would encourage Ukraine’s economic growth and upgrade its competitiveness on the world market”, noted Mehita Silla, IFC manager of PPP programs in Europe, “Chornomorsk port modernisation along with the success of concessions on Kherson and Olvia ports is going to give momentum to the industry’s further transformation under the private sector’s support”.

EBRD representatives in their turn specified that both international finance organisations will assist in developing the contract paperwork set, identifying the tender criteria and rules, as well as in establishing connections with potential investors, i.e. creating conditions for the concessions successful implementation.

Let’s remind that there is also an agreement signed by MIU, EBRD, and USPA, according to which the latter is going to fund jointly with EBRD the preparation of concession projects in Chornomorsk Port, in particular the first (container) terminal and the fifth (railway ferry) terminal of the public sea trade port and the related assets of USPA.
