Chornomorsk Ferry Terminal to Be Prepared to Concession

The state enterprise (SE) Chornomorsk Sea Trade Port (STP) has started preparing to realise the public-private partnership (PPP) projects in the port as per the order by Ministry of Infrastructure of Ukraine by 24 June 2020, as reported by Press Office of the company referring to its DG Oleksandr Popov.

According to the report, in particular the preparation of concession has started regarding the ferry complex and rear yard of Berths 1-6 (container terminal). As of today there are preliminary steps being realised in order to choose an expert consulting company that would structure and analyse the information and develop the PPP feasibility study.

Mr Popov has pointed out that the public company’s key position during all the negotiations in the nearest months will concern the jobs keeping and social guarantees for the port on the whole, not for its separate sections planned for concession (being the ferry terminal and Berths 1-6 rear yard), so they’ll suggest that the consultants consider measures to develop and modernise the SE Chornomorsk STP in general and with the concession fees maximised.

Minister of Infrastructure Vladyslav Kryklii in the course of SE Kherson STP assets concession agreement signing ceremony in July declared that after signing the one in Olvia sea port the next concession project would be in Chornomorsk. It was the multimodal terminal of the public stevedore spoken about, namely Terminal 5.

SE Chornomorsk STP employs Berths 1, 2, 7, 8 (set out of operation), 9 (sections I-III set out of operation), 10, 21, 22, 26, 27, 28 of the sea port Chornomorsk. The public company reduced its cargo turnover in 2019 by 1.3% comparing to 2018 – down to 6.759M t.

The sea port of Chornomorsk is situated at the Sukhoi Liman estuary shores 12 nm south-west of Odessa. Its yearly designed capacity is over 30M t. The number of berths is 25 with the total cargo waterfront of 5.459 km. There is a number of private operators working in the port as well. In 2019 the sea port of Chornomorsk in total enlarged its throughput in comparison with 2018 by 21.4% – up to 26.153M t, thus increasing its share in the total sea ports of Ukraine throughput up to 16.3% (15.9% in 2018, and 12.9% in 2017).
