MIU Forming Tender Committee for Olvia and Kherson Ports Concession

Ministry of Infrastructure of Ukraine (MIU) is forming a tender committee to select a concessionaire of the assets of State Enterprise (SE) Stevedoring Company Olvia and SE Kherson Sea Trade Port (KSTP).

As the Ministry’s Press Office reports, public stevedores’ concession issues have been approached at the meetings of Vice Minister on EU Integration Viktor Dovhan and Head of SPILNO Project Office on PPP Taras Boichuk with Kherson and Mykolaiv Mayors as well as heads of Kherson and Mykolaiv Regional Administrations.

At the meeting with Kherson City Mayor Volodymyr Mykolaienko on Friday possibilities of the municipality involving in the project realisation have been discussed, in order that the local community should enjoy a positive effect of the investment venture.

In the course of talks with Mykolaiv’s Mayor Oleksandr Senkevych on Thursday some steps have been denoted towards arranging efficient collaboration between MIU and the Mykolaiv City Council.

According to Dovhan, after Tender Committee’s staff approved, they are going to begin working out the tender documentation. In the framework of Tender Committee’s work there will be also considered the working group’s initiative in respect of complementing the tender conditions with such items as infrastructure projects implementation in the territory of Korabelny District, obligatory employment of the port’s workers, realisation of environmental programs.

“We stand for the city getting maximum benefit from this port: the return must be – both social and ecological, and infrastructural. I support Mayor in this concern. it is necessary that the city should receive maximally positive outcome”, underlined Mr Dovhan.

Tender Committee shall deal with preparation and approval of tender documentation and immediate announcement of the concession contest. As Minister of Infrastructure Volodymyr Omelian declared earlier, the tenders on concession of assets of SE SC Olvia and SE KSTP are expected in March – April 2019.

In December 2018 Ministry of Economic Development and Trade agreed upon positive conclusions resulting from the analysis of SE SC Olvia and SE KSTP concession pilot projects efficiency.

As of September 2018, interest in the concession of the said assets was expressed by over 26 Ukrainian and foreign companies, among them being Dnipro Cargo Ltd, Metinvest, Portinvest, Ukrrichflot (Ukraine), Bunge (USA), COFCO Agri Ukraine (Chinf), Mitsubishi Corp. (Japan), and POSCO Daewoo (South Korea).

The concession pilot projects were approved on 23 June 2016, their corresponding feasibility study (FS) having been developed by a consortium of international consultants (EY, Castalia, MTBS Ukraine etc.) formed by European Bank of Reconstruction and Development (EBRD) and International Financial Corporation (IFC). The FS embraced the market system analysis, financial, technical, environmental, and legal expertise provided, as well as numerous meetings with potential local and overseas private partners in order to take into account their suggestions towards the project’s realisation.
