MIU Developed Draft Law on Multi-Modal Transport

Ministry of Infrastructure of Ukraine (MIU) has prepared the draft law on multi-modal transport which is aimed at upgrading of regulations on this field of economy and creates possibilities for its public support.
The law is necessary to be passed in the background of Ukraine – EU Association Agreement, and has been envisaged by the Government’s Priority Actions Plan for 2018.
As it is underlined by MIU, the law in force would facilitate the cargo transfer by two and more modes of transport, promote development of multi-modal terminals (through state support mechanisms) and of combined transportations market.
According to the draft, when a multi-modal transport service is rendered, the shipper’s responsibility for the cargo shall embrace the period from cargo takeover to delivery. Thus, the customer would not have to clarify where the shipment has been lost or damaged.
Besides, the shipper’s liability limit would be established in SDR as per the actual international practices.
Development of multi-modal transportations is going to enlarge cargo flows carried by Ukrainian transport corridors.
