USPA Launching New Port Concession Procedure

Ukrainian Sea Ports Authority (USPA) has announced the tender on procurement of consultancy services concerned with the development of a feasibility study (FS) and tender documentation for the project of transferring to concession the state enterprise (SE) Sea Trade Port (STP) Chornomorsk’s railway ferry complex and the USPA assets related to it. The announcement is placed at the online public procurement system ProZorro.

The tender offers are welcome till 25 September while the auction is scheduled on 02 November. The expected cost is 22.9M UAH without VAT (~ 0.83M USD).

The FS and tender papers development should be completed by 31 December 2022.
Let’s remind that this PPP project is going to come the third one in the port sector of Ukraine after the first two pilot projects the agreements on which have been signed this year, correspondingly in June – for Kherson with Risoil, and just lately – for Olvia with QTerminals from Qatar.

Moreover, MIU has informed that it continues to prepare jointly with European partners several more PPP projects in Ukrainian sea ports, namely for Odessa port passenger terminal, Berths 1-6 (container terminal) of SE STP Chornomorsk, and SE STP Berdiansk on the Azov Sea.

As for the railferry complex of SE STP Chornomorsk, the project arouses interest in potential investors from Georgia, Azerbaijan, Turkey, Bulgaria, and Norway, as reported today by Minister of Infrastructure Vladyslav Kryklii.

Regarding the project’s timing, Minister advised: “FS is scheduled to be finalised by the end of the year, and the tender – within the next year”.

Further on he pointed out that the FS and documentation are ordered by USPA and to be paid for by the authority. However, the investor defined as the concessionaire is going to compensate these funds.
