USPA and Delta Wilmar CIS Agreeing on New Terminal Construction in Yuzhny Port

Ukrainian Sea Ports Authority (USPA) and LLC Delta Wilmar Group have signed amendments to the memorandum and identified priority measures to realise another PPP (public-private partnership) project in Yuzhny Port. It is planned that private investors should erect the new Berth 37, a soya-beans processing plant, storage and transhipment facilities to handle bulk liquid and dry bulk agrarian cargoes. The state-owned enterprise, in its turn, is to provide dredging works creating the operational harbourage and access channel to the new quay.

“This is already the fourth PPP project in Yuzhny Port. We have even now good experience of collaborating with private investors in such a format. Last year USPA finished the dredging works around the new berth of the company MV Cargo in Yuzhny Port. This year the investors intend to launch the very terminal into operation, too. The new venture with Delta Wilmar CIS will enable establishing 200 new jobs in the port, and enlarge agriculture processing capacities by 600,000 t per annum”, noted the head of USPA Raivis Veckagans.

The next step of the project’s implementation will be signing the agreement between USPA and Delta Wilmar CIS securing each party’s undertakings, as well as the works completion terms on each phase. It is envisaged that the total throughput accounting all the berths of the sea port Yuzhny operated by LLC Delta Wilmar CIS is going to amount to 1.2M t a year at least.

USPA intends to consider possibilities of fulfilling the project on creation of a new 15 m deep operational harbourage within the Adjalyk Liman water area of the sea port Yuzhny, necessary for the full-scale operation of the future Berth 37 planned to be built by LLC Delta Wilmar CIS. In his turn, the investing company’s Director General Ievhen Sadovyi underlined that an important feature of the Delta Wilmar’s projects in Yuzhny Port is developing capacities to process the agro raw materials in Ukraine and manufacture the product with larger added value within the country. The new soya-beans processing plant will be capable of up to 2,000 t a day, and the terminal for accumulation and simultaneous storage of grains and meals — 40,000 t.

“Founding capacities to process the agro raw materials in Ukraine is going to have positive impact on the nation’s GDP. The anticipated economical effect reaches over 500M UAH per year”, added Ievhen Sadovyi. It is what is told about in the amendments to the memorandum signed on 11.03.2019 by USPA and LLC Delta Wilmar CIS in the presence of Oleksandr Basiuk, Director of Department, Maritime and Inland Water Transport Reforming and Functioning, Ministry of Infrastructure of Ukraine.
