On 23 December Cabinet of Ministers of Ukraine adopted some changes to Strategy of Sea Ports Development till 2038. This decision is vital for the Ukrainian sea ports’ further development, as reported by Minister of Infrastructure Vladyslav Kryklii.
“The Strategy of Ukrainian Sea Ports Development had been approved back in 2013 and is too obsolete as of today. That’s why we have actualized its key norms and clauses. In a long-term prospect it is going to allow drawing some 50Bn UAH of private investments into the sector and create some 4,700 new jobs. Moreover, it will enable stevedore companies to achieve cargo handling volumes in the ports at about 209-265M t, to enhance by 75% the efficiency of cargo terminals utilisation, and improve the sea ports services quality indices from 3.9 to 5+ as per the global competitiveness index”, noted the head of Ministry.
The Strategy anchors at the state level the sea ports development key directions as follows:
– development of mechanisms of introducing the Port-Landlord pattern of management, in accordance with which a sea port’s authority is entitled to grant to investors objects of the port infrastructure and land plots for construction, while investors are entitled to operate the built terminals within the certain period of time after which they may either prolong the agreement or return the land plot together with the terminal;
– optimisation of the unprofitable sea port’s’ authorities activities by way of uniting them under the regional principle;
– development of a mechanism for the local municipalities’ participation in the processes of sea ports development planning, with a possibility of entering into the sea ports’ councils;
– introduction of corporate management standards in the port sector;
– development of e-services in the sea ports;
– introduction of the smart infrastructure, environmentally friendly technologies aimed at reducing of harmful emissions from the ports’ production processes, and obtaining the energy from alternative sources;
– introduction of the Maritime Window information system with its further integration with the same systems of controlling authorities;
– integration of the Ukrainian segment into the European system SafeSeaNet, etc.
The Strategy also defines the expected forecasts as concerns the functioning and development of each sea port regarding their transhipment capacities development. Besides, the document outlines the basic directions of sea ports’ infrastructure development for mid- and long-term prospects, as well as sets up pre-conditions for harmonisation of the sea ports infrastructure and their access (rail and motor) ways development.
