Ukraine May Join CTC in 2002

Ukraine has every possibility to join the Common Transit Convention and NCTS in 2002, which is going to considerably facilitate the cargoes customs processing, as declared by Michael Rathje – Head of Preliminary Assessment Mission, Head of Customs Transit (community and common)/TIR Sector, Directorate-General for Taxation and Customs Union (TAXUD), EC.

According to Mr Ranthje, the mission members who worked in our country on November 23-25, came to the conclusion that Ukraine is successfully implementing the measures necessary to join the Convention. This applies to both legislative and organizational support for the joint transit, and practical steps. In particular, the use of NCTS technology on which this international agreement is based.

We can confirm that Ukraine applies NCTS nationwide. The progress here is really significant. And we have every reason to believe that next year Ukraine will probably join the signatory states of the Convention”, Mr Rathje said.

At the same time, he warned that it is too early for Kiev to relax – a positive decision of General Assessment Mission, which should give the green light to acceding to the Convention, is possible only if Ukraine quickly fulfills the rest of the tasks.

The head of Preliminary Mission did not specify what indicators achieved were talked about. But he noted the benefits Ukraine and Ukrainian business will receive after joining the Convention by Joint Transit Procedure.

As we know from previous experience, accession will undoubtedly improve the situation with the movement of Ukrainian goods around the world and will have a positive effect on cooperation between Ukraine and other States-Parties to the Convention”, Mr Rathje stressed.

Finally, he addressed traders with the appeal to join NCTS now, as it is going to simplify their living when the system starts working internationally.

Assessment Mission of the Convention signatory will expectedly work in Ukraine in February 2022.

Convention on Joint Transit Procedure provides for significant simplifications when goods cross the customs borders. We are talking, in particular, about the use of one package of documents when transporting goods from the starting point to the final one – regardless of how many countries the goods are transported through.

Convention on Joint Transit Procedure unites 35 parties to the instrument, which have introduced uniform rules for declaring and controlling transit movements of goods using a joint IT product (NCTS). Signatory countries to the Convention: 27 EU countries, 4 EFTA countries (Iceland, Norway, Liechtenstein and Switzerland) and 4 other countries (Great Britain, Turkey, North Macedonia and Serbia).

In November 2020 Ukraine began the process of introducing the common transit regime NCTS – the technology European Convention on the Common Transit Procedure bases upon. In March 2021 Ukraine began the phase of national application of NCTS; in April, the first customs declaration T1UA was issued in the joint transit mode using NCTS.

In September 2019 Verkhovna Rada adopted the Law on Common Transit Regime and Implementation of National Electronic Transit System aimed at implementing the provisions of Convention on Joint Transit Procedure into the national legislation in accordance with the obligations undertaken under Association Agreement between Ukraine and the EU.
