Ukraine Looking for More Cooperation with JICA – Zelensky

Ukraine is concerned in evolvement of collaboration with Japan International Cooperation Agency (JICA) which has been proclaimed by President of Ukraine Volodymyr Zelensky in the course of his meeting with JICA President Shinichi Kitaoka in the framework of the working visit in Japan, as reported by Press Office of the head of state.

According to Zelensky, the construction of bridgework crossing of Pivdenny Bug in Mykolaiv could be a prospective joint project within the southern transport corridor enhancement process.

“The collaboration with JICA is extremely important for our country especially on the background of large-scale reforms being realised today. Lately our Government has approved Action Plan for the nearest 5 years. We do believe this program will be implemented not theoretically but practically. This embraces development of the human assets and economy, European integration and improvement of Ukrainian people’s security and welfare”, stated Mr Zelensky during the meeting.

As the head of stated noted, among the priorities of Ukraine’s present leading team there are land market launching, massive privatisation, deregulation and simplification of all procedures with transition to on-line services, elimination of grey economy and corruption patterns, solution of infrastructure problems, optimisation of taxation, quick and thorough implementation of European and international standards.

President gratified the agency for its support to Ukraine in the framework of the Official Development Assistance (ODA) program. “We appreciate the technical assistance by Japan to support democracy institutions, secure macro-economic sustainability and concessional lending for important infrastructure projects in Ukraine”, declared President Zelensky during his work visit in Japan on 21-24 October.

Japan International Cooperation Agency is a governmental organisation founded in 1974 rendering various kinds of technical cooperation to more that 150 states via its some 100 offices overseas. In 2008 the agency merged with the international economic cooperation division of Japanese Bank for International Cooperation (JBIC). The renewed JICA has become a world’s major agency of bilateral development to provide in coordinated way technical assistance, soft loans and grant aid in various fields. The agency is a ‘single window’ in Japan the international assistance is provided through.

JICA used to design a draft Ukrainian ports development strategy. In February 2017 the agency submitted interim results of the transport system and logistics research in the southern area of Ukraine. Japanese experts analysed the situation in four sea ports – Odessa, Illichivsk (Chornomorsk), Mykolaiv and Yuzhny (Pivdenny), investigated the traffic forecast and prospective projects in the port sector of Ukraine.
