Ukraine and Poland to Create Common Customs Area to Expedite Cargo Turnover

Today, in the course of Poland President Andrzej Duda official visit to Ukraine, a two-side meeting has taken place between Minister of Infrastructure of Ukraine Vladyslav Kryklii and Minister of Infrastructure of Poland Andrzej Adamczyk. the parties have discussed the prospects of transport communications development between the two countries, as well as realisation of the transit potential.

It is pointed out that during the talks Mr Kryklii stressed upon necessity to provide Ukrainian motor carriers with a sufficient number of permits by Republic of Poland on the conditions defined by the moment of Ukraine-EU Association Agreement signing.

He underlined that Ukrainian road haulers awaited for the progress in that matter and were ready to the mutual parity base for the number of permits from both sides. Moreover, the transit transportations should not be limited by either party. Minister added that restraint of Ukrainian carriers by the permits would negatively impact the throughput numbers, and he called upon Mr Adamczyk to prevent the halt of automotive connection.

As per Mr Kryklii, the Polish permits’ quota for international road haulage ought to number at least 200,000 carriages. This is the minimum necessary for Ukrainian carriers. Ukraine is ready to implement digital exchange of carriage permits as well. Ukrainian Minister also reported that his party had met all the obligations taken as regards the adjustment of permits issuance procedures control, and suggested to elaborate the issue of joint digital infrastructure and further transfer to e-permits. He also informed that Ukrainian party had met all the obligations taken during the previous sessions of Joint Commission on international road carriages, and was expecting for the Polish party to meet its by the next Commission’s meeting in early November 2020.

On his turn, Mr Adamczyk noted Ukraine’s progress as concerns the road construction, as well as the necessity to develop transport corridors, in particular Go Highway. He advised that he saw the permits lack problem’s solution after acceleration of border passage, as well as in optimization of checkpoints operation and distinction between the passenger and cargo transportations.

Minister Kryklii pointed out the feasibility of an experiment on creating joint customs area in order carriers should optimally spend their time during the border control. The first pilot projects may become some checkpoints between Poland and Ukraine as an experiment.
