Port Olvia Projects to Secure 330M UAH for Local Budgets

Implementation of the concession pilot project for the state enterprise (SE) Stevedoring Company Olvia, a new terminal built by private investors, and current activities of the SE Ukrainian Sea Ports Authority (USPA) is going to provide Mykolaiv regional and municipal budgets with at least 330M UAH for the nearest seven years.

As reported by the USPA’s Press Office, corresponding matters were discussed at the meeting of the Oktiabrski Branch of SE USPA management and representatives of the working group on enhancement of relationship efficiency between Mykolaiv’s marine industry companies and municipality.

According to Head of Oktiabrski Branch of SE USPA Andrey Yegorov, USPA is an honest tax-payer into the local budget, efficiently working upon the port’s development, attraction of foreign investments and new jobs creation. “Comparing with 2015 the allocations to local budgets by entities working in the port Olvia, namely the port authority and stevedoring company, increased almost by 35%. In 2017 they counted over 32M UAH. All in all there are some 820 Mykolaiv inhabitants working in the port Olvia”, he advised.

As per Mr Yegorov, particular significance for the port’s development lie in the planned launch of a new marine terminal of Eurovneshtorg company envisaging 140-150 new jobs and annual grain transhipment growing up to 4M t, as well as in the SE SC Olvia concession project. As the public stevedore’s concession feasibility study designers calculated, its implementation will enable to rise the budget allotments to Mykolaiv municipality by 241M UAH by 2025.

As it was specified by the Project Office SPILNO on development of PPP at Ministry of Infrastructure of Ukraine, the concession project condition anticipate a separate contribution by investor in the amount of 5 % of the total capital investment, to be directed on development of Mykolaiv transport infrastructure. In particular, a possibility of building a viaduct in Korabelny District is considered, which would essentially reduce the load on the city’s roads and solve the problem of railway junctions in the district.

By Petro Moisol, a member of the working group, representatives of the municipal council and city’s community are deeply concerned with Olvia concession project realisation. “This issue concerns us with the view that our group’s main task is to enhance relationship and interactions between the community and marine industry enterprises. Hence we have to know how the municipal interests are considered in the course of the project implementation”, noted he.

As of September 2018, over 25 both Ukrainian and foreign companies showed their concern in concession of public stevedores Olvia and Kherson Sea Trade Port. The list of those companies includes Dnipro Cargo, Metinvest, Portinvest, Ukrrichflot (Ukraine), Bunge (USA), COFCO Agri Ukraine (China), Mitsubishi Corporation (Japan), POSCO Daewoo (Korea) etc.
