New Decisions by the Turkish Ministry of Transportation Regarding BWM Compliance of Vessels

There will be applications on vessels that do not meet the D-2 standard calling at Turkish ports.

The “Ballast Water Management Convention” (BWM) entered into force on 8 September 2017. As per the E-80368960-110.01-2189020 numbered and 20.09.2024 dated letter, the timetable for all vessels within the scope of the Convention to meet the “D-2 Ballast Water Performance Standard” was set by the decision of the Marine Environment Protection Committee (MEPC) at its 72nd session (MEPC.297(72)).

With the decision in question, all vessels within the scope of the Convention are obligated to meet the D-2 standard by 8 September 2024. However, at this point, it has been observed that there are foreign flagged vessels calling at Turkish ports that do not meet the D-2 standard.

In this context, according to the letter, the application for the vessels that do not already meet the D-2 standard, calling at our ports, will be carried out as follows:

1) Before issuing a pratique to vessels subject to the BWM convention, it will be checked whether there is a Ballast Water Treatment System (BWTS) among the documents uploaded to the Port Management Information System (LYBS) and whether an International Ballast Water Management Certificate has been issued within the scope of the D-2 rule.

2) Port State Control (PSC) will be carried out within the scope of the relevant Memorandum, regardless of the inspection interval, for vessels that are found not to meet the requirements of the Convention (D-2 standard) in the check performed through the document. In consequence of the inspection, the vessel will be allowed to sail based on the shipyard acceptance letter or the permission of the Flag State to complete the voyage of the vessel, in order to ensure the establishment of the system in question. Subsequently, the vessels in question will not be allowed to re-enter the ports of our country under the same conditions without complying with the Convention.
