MIU Planning Concession of Southern Ports Connecting Highway

Ministry of Infrastructure of Ukraine (MIU) aims at transferring the motorway M-14 Mykolaiv – Kherson to concession in the framework of First Program of Public-Private Partnership (PPP) in the road sector.

As reported by MIU Press Office, this project and some other ones have been presented on Thursday 29 October in Kyiv to 310 participants from 43 countries of the world, and 38 companies – potential investors.

For those participating in the PPP pilot projects to be realised under the program, all in all there were 6 road sections selected totalling 1,500 km which should be transferred to operation within the next two years. The list includes:

• Current and capital repairs of the road Kharkiv – Dnipro – Zaporizhia (M-29, M-04, M-18) with the estimated initial investments of $370M;
• Current repairs of the road Boryspil – Poltava (М-03) with the estimated initial investments of $180M;
• Reconstruction, capital and current repairs, and construction of a new diversion of a populated area at the road Kherson – Mykolaiv (М-14) with the estimated initial investments of $310M;
• Current and capital repairs of the road Kyiv – Zhitomir – Rivne (М-06) with the estimated initial investments of $370M;
• Reconstruction, capital and current repairs of the road Yahodyn – Kovel – Lutsk (М-07, М-19) with the estimated initial investments of $240M;
• Reconstruction, capital repairs and construction of a new diversion of a populated area at the road Dnipro – Kryvyi Rih – Mykolaiv (M-04, H11) with the estimated initial investments of $290M.

As Minister of Infrastructure Vladyslav Kryklii has pointed out, those motorways link up 10 regions of Ukraine, and over 12M of inhabitants will be able to experience the road infrastructure improvement first-hand.

“All the projects envisage further maintenance of a road by the investor for the next 20-25 tears. This means additional investments many-fold overstepping the initial assignments. The first pilot projects had been picked out the way to achieve the maximum economic effect from the funds laid down in order as many Ukrainians as possible perceive the road infrastructure enhancing”, declared Minister.

Mr Kryklii has also advised that the pattern suggested by First Program of PPP in the road sector is going to enable attracting over $9Bn of private investments in the mid-term prospect purposed for restoration and servicing of more than 4,500 km of national significance roads.

“This is not about paid motorways, but about ‘roads by instalments’ when the state attracts private investments in construction while the investor implements the project on his own account and upon its launch in operation gets payments from the state. This is beneficial for everyone. We already have first successful examples of ports transfer to concession. Now we work on development of concession ventures in the road sector”, underlined Minister.

MIU intends to announce the first tenders in 2021, after all the necessary legislation is adopted.
