Ministry of Infrastructure of Ukraine (MIU) has reported that they expect major international stakeholders having relevant experience of railway passenger station management and ready to invest.
In the framework of a concession pilot project MIU considers passenger stations of Kharkiv, Dnipro, Vinnytsia, Mykolaiv, Chop, and Kyiv as concession assets, as reported by MIU.
“We anticipate prominent global players to come, those boasting corresponding experience in passenger stations management and wishing to lay funds in. And local investors too. All the stakeholders will get advantages: the state and local authorities – additional jobs and taxes, as well as concession fees; Ukrzaliznytsia (Ukrainian Railways) – reduction of its losses, infrastructure renovation and development; investors – profit, while consumers are going to enjoy new high-quality public spaces along with new services and more comfort. I am grateful to our international partners for the technical assistance rendered to the study on concession readiness assessment of the first 7 pilot stations, and for the market analysis provided. This will enable us to better understand the peculiarities and details of the future projects implementation, and to prepare to their actual realisation”, explained Minister of Infrastructure Vladyslav Kryklii.
According to Mr Kryklii, the ministry regards Kyiv and Vinnytsia passenger stations as the first potential concessions. It was also decided to prepare pre-feasibility studies of Lviv and Odessa passenger stations concession.
Earlier, back in summer, MIU informed that it was planning to involve investments embracing total 3.8Bn UAH on account of concessioning seven passenger stations. As Minister Kryklii announced at the conference Investments Matter, along with 3.8Bn of investments, MIU expected 60.18M UAH of concession fees and 17.4M UAH of taxes.
Besides that, European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) assign $420M to electrification of the railway tracks in the range Dolynska – Mykolaiv – Kolosivka, the project to be completed by 2023.
