Minister: Next Concession Tender to Be Launched in Chornomorsk

The following concession contest is planned to take place in the sea trade port of Chornomorsk. This is what Minister of Infrastructure of Ukraine Vladyslav Kryklii declared during the presentation of first Ukraine’s port concession winners. The event was attended by Minister of Economy, Trade and Agriculture Development Tymofiy Mylovanov, Minister of Transport and Communications of Qatar State Jassim bin Saif Al Sulaiti, International Finance Corporation (IFC) Regional Manager Jason Pellmar, EBRD Ukraine Head of Infrastructure, Associate Director Mark Magaletsky, representatives of the winning companies Risoil and QTerminals, regional and MIU officials.

Vladyslav Kryklii underlined that concessions and investments ought to become drivers of Ukrainian infrastructure’s upgrading and development: “The first concession tenders in Ukrainian ports have been successfully conducted. Their winners are the companies Risoil and QTerminals which have experience, resources and ambitious plans for a long-term prospect. The ports of Olvia and Kherson will be growth points for the concessionaires and Ukrainian economy, providing people with expectations and lands with advancement. The total investments in Kherson and Olvia ports for the next 5 years are going to reach 3.7Bn UAH”, pointed out Minister of Infrastructure of Ukraine.

He also advised that the contest winner in Kherson Port is to lay down 300M UAH in the port’s growth within 4 years, which is 40% more than the tender conditions stated. As for Olvia Port – the winner from Qatar is to invest 3.4Bn UAH in the port’s development for 5 years. This foreign direct investment (FDI) is among the largest in Ukraine’s port industry for the entire history.

“Public-private partnership is our favourite, so there’s no stop. We are preparing concession ventures in the sea ports of Mariupol, Berdiansk, Odessa, and Chornomorsk. So the next concession tender will be held in the sea trade port Chornomorsk. We offer to investors there the container terminal and rail ferry crossing. Further on – the tender in Odessa Port, where the passenger terminal and hotel should be of interest for investors…”, Mr Kryklii stressed upon.

Minister of Economy, Trade and Agriculture Development of Ukraine Tymofiy Mylovanov noted that Ukrainian economy and infrastructure are under-invested, so involvement of concessionaires and investors is vital for their growth.

The winners’ speakers expressed their gratitude for honest and transparent contests, and presented ambitious plans on the concession realisation in Kherson and Olvia sea ports.
