Concession of Odessa Port Public Stevedore to be Launched in 2020?

Ministry of Infrastructure of Ukraine (MIU) considers a possibility of announcing in 2020 the investment tender in order to transfer the assets of state enterprise (SE) Odessa sea trade port (OSTP) to concession. This was declared by Dmytro Abramovych – First Vice Minister of Infrastructure.

“We are at the first stage – pre-feasibility study (FS). We are already speaking of it as of the concession. And we say that we’ll announce it this year. Now we are preparing the pre-FS and going to look at the first cut. Then the actual memo comes, followed by the full-scale FS. Then we are inviting to bid. I think this will occur this year”, Abramovych proclaimed at the meeting with the business delegation from Azerbaijan in Odessa Port.

The delegation of Azerbaijan included not only representatives of business circles, but also Minister of Energy, Vice Minister of Foreign Affairs, and Ambassador of Azerbaijan to Ukraine.

In the course of the visit Head of SE Ukrainian Sea Ports Authority (USPA) Odessa Branch Ruslan Sakhautdinov and Acting Director of SE OSTP Oleksii Miaskovskyi presented to the Azerbaijani delegation members full information on their corresponding companies’ activities, main objects situated in their territory, capabilities of port infrastructure in respect of all kinds of cargo handling, prospects of cruise vessels’ calls in 2020-2021, investment attention value of the assets, taking into account the location in the city centre, vicinity of airport and railway junction, and their rate of wear. The readiness of all levels of power to expedite investments in Odessa Port was particularly stressed upon, as well as availability of the new legislation to create the most favour treatment for them.

The visitors also got acquainted with the oil terminal of OSTP and Odessa Refinery activities, the port’s hotel Odessa condition and prospects of its activities’ resumption.

SE OSTP is an operator of Odessa Port but provides no stevedoring activities. It comprises the port auxiliary fleet, a separate unit Shiprepair Yard Ukraina, a motor-vehicle pool, a passenger terminal, a training centre, workshops, social objects etc.

Odessa Port has 31 cargo berths with the total waterfront of 6,291 km, operated by private stevedores CTO (HHLA), Brooklyn-Kiev, MetalsUkraine Corp., Novolog, Olympex-Coupe International, Novotech-Terminal etc.
