MIU Submitting New Draught Sea Ports Development Strategy till 2038 to Government

After the strategic environmental assessment carried out, the draught was refreshed and passed by Ministry of Infrastructure of Ukraine (MIU) to Cabinet of Ministers of Ukraine to be considered by its nearest session.

This news was reported by Volodymyr Shemaiev, Head of Strategic Development Department, Ukrainian Sea Ports Authority. The environmental assessment had been provided on demand of Ministry of Ecology.

“The purpose of this upgrading is to take into account Russia’s hybrid threats, application of best European management practices (including transition to Landlord Port pattern), consolidating the ports’ development with the approach infrastructure. The document had been worked out cooperatively with Roland Berger consultants and World Bank. In the course of its consideration dozens of meetings with the port community, professional associations and international partners were held”, Shemaiev has in his Facebook written.

To reach this goal the strategy’s designers suggest to provide arrangements in such complementary directions as the port sector management system optimisation, balanced development and efficient employment of port capacities on the innovative base, the sea ports servicing enhancement and securing competitive logistics.

The refreshed draught strategy wording states that the forecast cargo flow in Ukrainian ports according to the basic scenario amounts to:

– till 2023 – 147M a year, including  750 тыс. TEU;

– till 2028 – 152M a year, including  1018 тыс. TEU;

– till 2038 – 184M a year, including  1739 тыс.  TEU.

As for the optimistic scenario, there are the numbers as follows:

– till 2023 – 164M a year, including  820,000 TEU;

– till 2028 – 189M a year, including  1.113M TEU;

– till 2038 – 247M a year, including  1.901M  TEU.

“The mechanism of investments attraction into the port industry includes (but is not limited with) concession and lease contracts, joint activities agreements, and other types of investment engagements concluded basing on special procedures as defined by the law of Ukraine. It is also possible to replicate in the mid-term prospects the practices realising related projects of the state and private investors on construction and/or modernisation of port infrastructure objects being interrelated in the framework of cargo flow handling technological process and providing a complex of services on ships and cargoes processing”, as the mentioned text words.
