River Transport Development Concept: MIU Strategic Planning Session

On 5 July officers of Ministry of Infrastructure of Ukraine (MIU) and Marine Administration of Ukraine as well as employees of the inland water transport public sector held a strategic session of MIU work planning dedicated to River Transport Development Strategy Concept. The event was supported by Ukrainian-Canadian joint project of technical assistance advancing implementation of complex reforms by Government of Ukraine according to state programs, local and international agreements, and Steering Committee of EU-funded project Assistance for Dnipro transport.

The aim of the Strategic Session as put by its participants is dual: at first to get familiarized with the result oriented methods of administration and to learn how to implement them. At second to develop a joint project of a decision tree aiming at River Transport Development Strategy of Ukraine, as the obligations concerning the strategy development are envisaged in the governmental Priority Action Plan for 2019 and are embodied in the draft Action Plan for implementation of National Transport Development Strategy of Ukraine by 2030.

The participants are working in four groups, thoroughly discussing priority directions, final aim, strategic and operation goals as well as operational tasks and targets on further implementation in the process of planning, realization and monitoring the defined Strategy realization. By the end of the day everybody should have an opportunity to present and discuss what has been done.

The Inland Water Transport Development Strategy formulation as a complex document which will combine aim, tasks, concept, problems and their solving is just the first step to full-fledged launching of Ukraine’s navigable rivers operation. This step with its quality and further prospects depend on productive cooperation of industry specialists with the support of international experts who would promote implementation of the best world practices and positive experience in the terms of our country. It would let boosting the processes of national legislation’s adapting up to that of the EU and avoid possible mistakes.
