Ukraine Boosting 20 Times Its Grain Export to China – Talking to Ambassador

Agriculture is one of the most successful sectors of trade and economic cooperation between China and Ukraine.

Since 2013 to 2018 grain export from Ukraine to China bounced from $26M to $533M, said to Uriadovyi Kurier (Government Courier) edition Ambassador of PR China Du Wei.

He further noted that agriculture is among the most successful trade and economy areas of collaboration between China and Ukraine. This area is where large Chinese investments came to benefit both Ukraine and PRC.

In this respect Du Wei underlined that those Chinese enterprises having achieved success in Ukraine possess common traits: localisation of management techniques and operation conduct, severe compliance with Ukraine’s law in force, orienting on Chinese and Ukrainian as well as international markets.

As an example Sir Ambassador pointed out the company COFCO Agri Ukraine established by a world’s major manufacturer and provider of agricultural products COFCO, the company totally controlled and managed by Ukrainian employees. Its activities embrace the entire production chain of Ukraine’s foodstuff merchandise comprising storage, port transfers, export trade etc. In 2016 the company invested $75M to build in Mykolaiv a grain terminal capable of 2.5M t a year, Sir Ambassador told.
He also went farther: “Six years ago the initiative One Belt One Road was launched to have reached for all this time passed the significant ascend and become a platform of international cooperation all countries take part in, as well as common benefit growing popular.

“For those 6 years China’s trade turnover with the participating countries have beaten 6 Trillion USD, total investments – over 80Bn USD, 82 jointly built industrial parks have created almost 300,000 jobs for local residents thus enabling plain people to feel happiness”, he further developed.

Yet agriculture is a sector confined with resources only while Ukraine’s long-term development demands better transport and telecommunication infrastructures, manufacture of higher added value products, use of environmentally friendly and cheap power sources. Nowadays the farther the more Chinese companies get involved in road construction in Ukraine, ports dredging works, 4G communication arrangement, erection of solar power stations, creating a value system and bringing benefit to the society.

At the inner level we comprehensively facilitate the load on enterprises by such measures as reduction of taxes and tariffs, diminishing financial expenditures, simplification of administrative procedures, granting ‘single window’ services etc., help decreasing system expenses of a company, make commercial activities more comfortable, reduce corruption.

As for the outer level, we facilitate access to the Chinese market. The Law on Foreign Investments was passed envisaging more system guarantees for foreign investors as well as securing stability of relevant laws, policies and taxation norms. This way we thoroughly protect interests of foreign investments. China is ready to enhance the experience exchange with Ukraine in this field. Ukraine may along with China take leadership positions in the world rating of global business climate.

Of course, the collaboration of China with Belarus now advances more dynamically and there is a lot of useful experience to be shared. First, Belarus has managed to keep relatively stable political and social environment which provides almost stable sales opportunities. Second, Belarus shows better results than Ukraine in the business climate optimisation. In the latest published rating Belarus is 37th yielding only one point to China. This result was achieved thanks to successive administrative procedures simplification, tax policies enhancement, favourable pricing mechanism, efficient investor rights protection etc. Third, Belarus pays great attention to the development of manufacturing and fabricating industries that grant one third of the nation’s total GDP thus laying foundation to creating a hi-tec industrial park, secure a full-fledged manufacture chain as a base, and efficiently reduce expenses.
