The first meeting of the tender committees to select concessionaires of the assets of state enterprise (SE) Stevedoring Company Olvia and SE Kherson Sea Trade Port (KSTP) is summoned on Tuesday 05 March. This was announced by Minister of Infrastructure Volodymyr Omelian.
“Development of infrastructure is a particularly acute issue for the south of Ukraine. One of the important tasks is renovation of Ukrainian ports to enable securing and reinforcing our positions in the Black Sea basin. The key instrument for that is realisation of concession projects. As soon as tomorrow the first session of tender committees on the two pilot concession projects in Olvia and Kherson ports is taking place. This event is unprecedented for Ukraine. It’s the first time that the state came that close to concession and prepared all documents in accordance with world practice”, declared Mr Omelian at the session of Mykolaiv Region Development Council on Monday.
Tender committees will deal with preparation and approval of tender documentation and immediate proclaiming of the concession bidding. As per estimates of Minister Omelian, the tenders to opt concessionaires of the assets of SE SC Olvia and SE KSTP are anticipated in March-April 2019.
As of September 2018, the concern in concessioning the public assets of Olvia and Kherson was displayed by over 25 Ukrainian and overseas companies, to name some — Dnipro Cargo Ltd, Metinvest, Portinvest, Ukrrichflot (Ukraine), Bunge (USA), COFCO Agri Ukraine (China), Mitsubishi Corporation (Japan), POSCO Daewoo (South Korea) et al.
SE SC Olvia and SE KSTP are dedicated sites for realisation of port sector concession pilot projects. Relevant projects have been endorsed by Ministry of Infrastructure of Ukraine on 23 June 2016. Feasibility Study was further developed in 2018 by Consortium of international consultants (EY, Castalia, MTBS Ukraine, etc.) formed by EBRD and World Bank.
