Odessa Port Initiating Tender for Quarantine Mole Breakwater Designer

Odessa Sea Trade Port authority has announced the tender on design and exploratory works for the object “Construction of container terminal first phase (hydraulic structures) on Quarantine Mole of OSTP on account of artificially created ground”.
According to the notice published on the Prozorro e-system of public procurements, a bidder should develop work documentation on the third launch complex of the corrected design for the container terminal first phase construction including reconstruction and build completion of the Quarantine Mole protecting breakwater, and ensure the construction’s field supervision. The works estimated cost amounts to 4.8875M UAH (excluding VAT).
Tender offers are admitted till 26 October 2018, the bidding to take place on 29 October. The only criterion for tender offer assessment is the price.
The project of building a container terminal on the Quarantine Mole began in 2010 by joint efforts of the German investor HPC-Ukraine (since 2017 – Container Terminal Odessa) and the state enterprise Odessa Sea Trade Port. According to the feasibility study, its waterfront embraces 650 m, hydraulic fill area – 19.3 hectares. The project’s estimated cost is 6.4Bn UAH, including 3.7Bn as USPA funds and 2.7Bn by the investor. The payback term is 13 years.
The terminal also includes a hydraulic structure – the 900 m long protecting breakwater erected by a contracting agency Mast-Bud LLC under the design by GT-project LLC. In April 2014 the breakwater’s reinforced concrete structures at the 180 m length listed and went underflooded, after which the construction was paused for 2.5 years.
The new terminal first and second launch complexes of 250,000 TEU capacity (two berths of 650 m on the whole, 112,400 m2 of storage yards, bank protection structures and other objects) were put in operation in August 2014. The design envisages berths operation regardless of the breakwater construction works completion, which is proved by permit documents from State Architecture and Building Inspectorate and Register of Shipping of Ukraine.
USPA and CTO signed on 25 May 2017 an additional agreement to the Quarantine Mole container terminal project and on dredging works in Odessa port. According to the document, USPA undertakes to complete the construction and put in operation the breakwater not less than 900 m long before 31 December 2021.
The additional agreement signing had been preceded by signing the protocol of talks between USPA and Ministry of Transport of Germany on the possibility of involving an interstate credit from the German Bank of Development (KfW) to accomplish the breakwater erection and dredging works. The protocol was signed in Odessa port on 18 May 2017.
