25 Investors from Various Countries Interested in Concession of Ports Olvia and Kherson

25 Ukrainian and foreign companies showed concern in the concession projects realisation in the ports Olvia and Kherson. As announced by the Ukrainian Sea Ports Authority (USPA), they were from the USA, China, France, Switzerland, the UK, Japan, Turkey, Qatar, and Korea.
“Business displays interest towards the public stevedoring companies concession projects in the ports Olvia and Kherson. After the projects feasibility study (FS) presentation, we shall conduct more than 10 individual meetings with potential investors, where will discuss possibilities of their participation in the concession tenders”, told Head of USPA Raivis Veckagans.
According to him, Olvia and Kherson pilot projects are barely the first step of the state-owned stevedores transformation by way of the public-private partnership (PPP). Further on, the state and investors will be able to employ the experience of these first concession tenders for realisation of similar projects in the ports Chornomorsk and Yuzhny.
It was noted by the USPA that there were mostly port operators, cargo owners and international traders among the concession potential bidders. All of them either possess great experience in the port sector in Ukraine and abroad, or are concerned in establishment or development of their own handling capacities in Ukrainian ports.
Minister of Infrastructure Volodymyr Omelian declared that despite the foreseen adoption of the draft Law on Concession (Bill No. 8125), the FS for Olvia and Kherson had been developed in compliance with the legislation currently in force, so the concessionaire selection tender could be provided regardless the new law approval.
As per the USPA information, there are individual negotiations between representatives of MIU, IFC, EBRD, USPA itself, and investors to be held till the end of the week.
As it was advised earlier, the course of Olvia port concession implies that an investor would lay out some 60M USD in the venture and construct a new grain terminal capable of 2M t annual throughput.
