New Large Dredging Project Starting in Chornomorsk Port

On 8 August 2018 Ukrainian Sea Ports Authority’s (USPA) new sizable infrastructure project commenced. China Harbour Engineering Company Ltd. (CHEC) began dredging the sea access channel and operational area of Suhoi Liman 1st basin.
Dredging in the sea trade port Chornomorsk (Odessa Region) is going to advance its competitiveness in the Black Sea area and facilitate calling of large tonnage vessels with down to 14.5 m draft of Capesize type, up to 100,000 DWT, and box carriers of 8,000 TEU to moor the functioning and planned for reconstruction deep water quays.
“Large-scale dredging works in the port Chornomorsk concern another stage of the USPA’s Ukrainian ports development strategy. Our mission is to create every necessary condition for efficient activities of all the market stakeholders – both private and public stevedoring companies, for increase of cargo flows and expansion of Ukrainian ports’ participation in international transport corridors. Chornomorsk is assigned a major part in these plans”, noted USPA manager Raivis Veckagans.
The new project’s embodiment in Chornomorsk port is going to positively effect the prospective development of stevedores operating in the port, including such big private companies as Kernel, Risoil, Illichevsk Grain Terminal and other market players. The port development strategy also envisages reconstruction of the waterfront with amplification of its adjacent depths. The reconstruction of Berths 1-2, 11-17 is spoken about, with enlargement of the designed depths down to 15 m. Thus upgrading the ships safe approach and the port infrastructure would facilitate attraction of new operators to Chornomorsk and expansion of its throughput.
The design оf this dredging activity developed by the head R&D institute of Ministry of Infrastructure of Ukraine ChornomorNDIproekt anticipates not only deepening of the access channel but its expanding as well. As on today the channel’s length encompasses 1,400 m, width – 150 m, and depth – 14.5 m. After the reconstruction its dimensions are to be enlarged: length up to 1,600 m and depth down to 16 m. As a result, dredging of the 1st basin of Sukhoi Liman area will enable to reach the depth of 15 m in its central section.
The total volume of dredging in Chornomorsk port is to amount to some 2M m3. In the access channel over 0.5M m3 of sediments will be removed, and almost 1.5M m3 – in the harbourage. The expected period of works on the projects is 2 to 5 mpnths.
To provide dredging in Chornomorsk CHEC has summoned the fleet of 15 vessels, all in the harbourage already.
As we informed before, CHEC was selected for the dredging activities in Chornomorsk port resulting from an open tender in the public procurement system ProZorro. The procedure embraced two lots, each auction being held on 13 March 2018.
World’s major dredging companies did their bidding for the tender: China Harbour Engineering Сompany Ltd (CHEC), Novadeal Ltd (Belgium), Jan De Nul NV (the Netherlands), Van Oord Dredging and Marine BV (the Netherlands). CHEC offered the lowest cost. The economy of funds amounted to 40M UAH, or 10% of the expected cost.
Let’s remind that in May 2017, resulting from a tender, USPA and CHEC signed two contracts on dredging in Yuzhny port. The first contract works were completed three months before the schedule, and on the second one’s 70 % are fulfilled.
