Tender Conditions in Chornomorsk Port Are Equal for All – Says Minister

The prerequisites of bidding on the lease of assets in Chornomorsk Sea Trade Port are identical for every participant, was declared by Minister of Infrastructure, according to a correspondent of Ports of Ukraine web site.
“The terms are equal for everybody – would it be Hutchison Ports or Ilyichevsk Fishing Port. Whoever bids has the starting conditions framed by State Property Fund (SPF). Less [declared investments amount] cannot be, more – only in the course of the bidding”, assured Mr Omelian.
Minister has also advised that all the bidders are to provide guarantees of the jobs retention. “This is the common policies – would it be Chornomorsk port or Yuzhny, or any other port to be concessioned after the appropriate law is passed by Parliament. Any company having won the tender is signing a social covenant with the staff on preservation of the jobs number. In the case of Chornomorsk we are even ready to proceed with such an agreement signed by potential bidders, and if any of them wins the major agreement is signed or that earlier signed one comes in force at once”, announced Minister.
At the time SPF prepares the tender on lease of Berths 1-6, sea trade port of Chornomorsk. It was anticipated that the tender on lease of assets in the rear of Berths 1-6 and of the quays themselves would take place in May 2018.
As was announced by Hutchison Ports General Manager-Finance Simon Mullett at his meeting with Minister of Infrastructure Volodymyr Omelian on 19 July, the company guarantees creation of 250 new jobs, as well as training and professional upgrading of the port’s personnel. According to him, the company is open to cooperation with all the parties concerned: shippers, forwarders, stevedores.
In December 2017 the ministry agreed upon the bidding on lease of Berths 1-6 and area in the rear of them in Chornomorsk port. Hutchison Ports submitted a corresponding tender to the regional office of SPF in Odessa in November 2017. Then Omelian proclaimed that the operator was ready to consider the change from leasing to concession after the adoption of appropriate law .
In 2016 a MoU between Hutchison Ports and STP Chornomorsk was signed in the course of Omelian’s visit in the UK.
