USPA Announcing Tender on Chornomorsk Port Berths Reconstruction Project

Ukrainian Sea Ports Authority (USPA) has proclaimed the start of open tender on reconstruction project development for Berths 11 – 17 of Chornomorsk Port. The corresponding information is input in the Prozorro e-procurement system on 3 July.
“The projecting is among most complex stages of reconstruction or building of berths. Nowadays modern technologies and innovation materials are used throughout this sector that enable customers to extend their assets’ periods of employment and obtain solutions to raise operational efficiency. We expect that this tender will be challenged by contractors with significant working experience and impressive reputation. All the requirements and tasks are prescribed in detail iin the tender documentation. It is important for USPA that modern practices should be used in this projecting, while the project’s realisation should improve competitiveness of Ukrainian ports”, USPA CEO Raivis Veckagans noted.
The tender is open for national and foreign companies. To take part it is necessary to submit papers in accordance with the USPA’s requirements by 30 July 2018. The work’s assessed cost amounts to 16.7M UAH without VAT.
A contractor should carry out geological engineering survey, work out documentation of the ‘feasibility study’ phase and ‘design’ phase, as well as provide the environment impact assessment.
It is expected that as a result of Berths 11 – 17 reconstruction they should manage to get the aggregate 1,150 m long waterfront to admit vessels of up to 100,000 DWT, and the designed depth of 15 m. The harbourage dredging must be envisaged with account of dredging in the Sukhoi Liman 1st basin operational harbourage of Chornomorsk Port up to 15 m. The berths reconstruction is going to favour providing them with grain cargo throughput capacity of 11.7M t. The renewed waterfront should also friendly influence attraction of additional cargo flows.
There are private stevedoring companies actively working now at the berths subject to reconstruction: LLC JV Risoil Terminal at the 11th, LLC Trans-Service on the 12th, LLC JV TransBulkTerminal and LLC TransGrainTerminal on the 12th – 17th.
In 2017 USPA and LLC JV Risoil Terminal and Kernel agro-holding signed memoranda on collaboration. The purpose of those documents was to enlarge the cargo throughput in the sea commercial port of Chornomorsk, develop its infrastructure and increase the depth levels. So, as per the memorandum, the port operator Risoil Terminal intends to magnify its handling capacities in the port and secure an export cargo flow of not less than 3M t a year. New capacities would promote more ships calls into the port and, accordingly, port’s dues. In its turn, Kernel as per the agreement plans to increase the volume of cargoes transhipped through Chornomorsk Port from 3 to 7M t till the second half of 2019. To achieve this it is planned to enlarge the one-time cargo storage capacity.
Let’s remind, that earlier USPA sponsored a meeting with local and international companies dedicated to designing and building of port infrastructure. During that meeting the companies – members of American Chamber of Commerce – were provided with the Program of building and reconstruction of waterfront in Ukrainian ports, in particular, projects of Chornomorsk Sea Port berths 11 – 17 reconstruction.
