Breakwater Construction at Quarantine Pier in Odessa Port Renewed after 4-Year Pause

On May 7, 2018, LLC “Mast-Bud Enterprise”, after 4-year pause, renewed breakwater construction in the framework of the project ‘First stage of constructing (hydrotechnical facilities) the container terminal at the Quarantine Pier of SE Odessa Sea Trade Port at the expense of artificially created territory’, as reported by Centre for Transport Strategies, with reference to information announced by Subsidiary Company “Container Terminal Odessa”. Since 2010, the German Company HHLA International GmbH jointly with the Odessa Sea Port (now it is SE USPA branch) and SC “Container Terminal Odessa”, in the framework of the General Investment Agreement, has been performing an investment project ‘Container Terminal at the Quarantine Pier with capacity not less than 600 thousand TEU per year’, in order to attract additional investment for the sea port infrastructure further development, to boost cargo and container handling efficiency, to increase cargo flow and to improve quality of services rendered to clients.
Some works in the framework of the project have been performed by the investor (CTO), namely: creation of the warehousing area, erection of coast-protecting structures connecting the new berth structures with the existing breakwater (to the north) and the current terminal (to the south), purchase of handling machinery; while the rest of works has been performed by USPA, namely: dredging works in the Quarantine Harbour, construction of breakwater and hydrotechnical berth structures. Total budget cost of the construction project performance makes up 6.426Bn UAH, including 3.651Bn UAH as USPA expenses and 2.775Bn UAH as CTO expenses.
USPA Director Raivis Veckagans commented: “Our task of priority was to deblock such uncompleted project in port industry. The work is in progress. We met also KfW Bank representatives in order to confirm the parties’ concern in financing the project completion, namely 60 million Euros required for completing the breakwater construction and dredging the sea port water area near the new Container Terminal”.
Anastas Kokkin, the Director General of SE “Container Terminal Odessa”, noted that Federal Ministry of Transport and Digital Infrastructure of Germany is considering an option of breakwater construction financing by German Government, in the form of large loan facilities provided by KfW Bank.
He said: “The German holding company HHLA has operated the container terminal at the Odessa Sea Port for over 17 years. It is an example of the most successful cooperation of Ukraine and Germany, as illustrated brightly by construction of the new container terminal at the Quarantine Pier”.
Igor Tkachuk, Head of Odessa Sea Port Authority, noted that upon completing the Quarantine Pier Terminal construction Odessa Sea Port will boost its position in the Black Sea Region.
He summarized, “All the necessary machinery is delivered to the construction site: bulldozer, excavator, auto crane, pile pipes 250 meters long. Floating platform has been mounted and supporting beams are being manufactured. Both the Ukrainian and German parties are eager to complete this project within the prescribed term”.
It should be noted that the Quarantine Pier Terminal construction is the largest project in the Ukrainian sea transport industry, facilitating 600 thousand TEU capacity increase of annual handling. Total scope of investments exceeds 5Bn UAH. Construction works were launched in April 2010.
Previously USPA stated that breakwater construction for Quarantine Pier Terminal in Odessa Sea Port would restart in mid February.
