Preparation of pre-feasibility study of the concession project in the Port of Yuzhny

On Thursday, April 26th, the Ministry of Infrastructure of Ukraine launched the preparation of a preliminary feasibility study (pre-feasibility study) for a concession project, which is planned to be implemented by SE “Yuzhny Sea Commercial Port”.

According to the press service of the Ministry, were present at the kick-off meeting: the head of the Support Office for Reforms under the Ministry of Infrastructure, Alexandera Klitina, the Chairman of the State Enterprise “Administration of Sea Ports of Ukraine” (USPA) Raivis Veckagans, the Director of the SE “Yuzhny Sea Commercial Port” Vitaly Zhukovsky, the head of Yuzhny branch of USPA Maxim Shirokov, heads of departments of the Ministry of Infrastructure, as well as international partners : representatives of the European Bank for Reconstruction and Development, the US Treasury Department, the Delegation of the European Union to Ukraine, the international consulting group Egis International .

According to the report, the participants of the meeting exchanged views and discussed possible issues of implementation of the project. Conditions and terms of submission of the technical assignment for the work on the preparation of the pre-feasibility study were agreed. In particular, Egis specialists every two weeks will provide a detailed report on the work done to the ministry. The final report will be presented on July 2nd.

” SE “Yuzhny Sea Commercial Port” is the largest and most successful state stevedoring company, therefore the work will become an example of future concessional projects. We are waiting for the report by the end of June. All parties are interested in the fact that it will be a qualitative document, on the basis of which we will be able to work further in the direction of the feasibility study and the subsequent concession of the largest state stevedoring company of Ukraine, said Klitina.

In January 2018, representatives of Egis and the Support Office for Reforms under the Ministry of Infrastructure visited the State Enterprise ” SE “Yuzhny Sea Commercial Port”. The purpose of the visit was to study the productive activity of the state-owned company on the eve of the pre-feasibility study of the concession project. The key topics of the discussion were the issues of technical re-equipment of berths and coal-ore complex.

State Enterprise ” SE “Yuzhny Sea Commercial Port” plans to build a new terminal for handling bulk cargoes (coal and iron ore). The project is planned to be implemented on the terms of public-private partnership. As reported earlier by Mr. Zhukovsky, the state stevedore is aimed at attracting investors with world-wide experience in port asset management.
