USPA has signed two contracts with CHEC to dredge at the port of Chernomorsk

Ukraine Sea Ports Administration (USPA) and China Harbor Engineering company Ltd. (CHEC) signed two contracts for dredging at the seaport of Chernomorsk on April 6. One contract to provide dredging works on the approach channel to the port, the second – in the water area of ​​the 1st bucket Sukhoi estuary.

According to Interfax-Ukraine, the signing ceremony took place with the participation of Minister of Infrastructure Vladimir Omelian, head of the USPA Raivis Veetskagans, Chief of Administration of the Cheernomorsk Branch of USPA Vyacheslav Voloshin, Chief of Administration of Yuzhny Branch of USPA Maxim Shirokov, CHEC Director General in Ukraine, Lin Tao, representatives of the Embassy of the People’s Republic of China in Ukraine and Mass Media

“The project of dredging of the water area of ​​the seaport of Chernomorsk to provide an increase in the depths of water approaches and the operating area of ​​the port up to 16 meters and will allow to ensure more efficient functioning of one of the largest seaports in Ukraine,” Omelyan said.

He thanked the head of the USPA Vezkagans, who, according to him, created, together with the team, all the necessary conditions for bringing in tenders both national and foreign companies with a world name.

“The traditionally contracting organization was chosen by the results of the tender in the ProZorro system, which ensures absolute transparency and openness of the process and eliminates the possibility of any corrupt manifestations. Thus, according to the results of the tender, we have savings of more than 40 million hryvnias and the winner is China Harbor Engineering Company LTD” , – said Minister of Infrastructure Vladimir Omelyan.

As a result of trades that took place on March 13, the savings amounted to 10% of the expected value.

According to the signed agreements, in Chernomorsk, the dredging of the approach channel to the port is up to 16 meters and the bottom of the water of the 1st barge of Sukhoi estuary is up to 15 meters. The total volume of dredging will be about 2 million cubic meters. More than 500 thousand cubic meters of soil will be raised from the channel  and almost 1.5 million cubic meters from the water area.

The cost of the project is 404 million hryvnias: 87.1 million hryvnias will be directed to dredging of the channel and 317 million hryvnia – for the water areas. The project should be implemented by the end of 2018.

We recall that four companies were admitted to the auction by the contractor’s choice for dredging at the access channel of the Chernomorsk port, including China Harbor Engineering Company Ltd., Novadeal LTD, Jan De Nul n.v., Van Oord Dredging and Marine BV. Five companies were allowed to perform an auction at the contractor’s choice for carrying out work in the port water area: LLC “UKRBUDSERVIS”, China Harbor Engineering Company Ltd., Novadeal LTD, Jan De Nul n.v., Van Oord Dredging and Marine Contractors BV.

In May 2017, under the tender between USPA and CHEC, two contracts were signed for the dredging in the Yuzhny port. Work on the first contract is completed ahead of the schedule for three months, half of the work of the second has already completed.
