According to estimates by the SPILNO office, which engages in development of pilot concession projects, tenders for investment in the Kherson seaport, the Olvia seaport, and the Black Sea ferry crossing will not be invited before autumn 2018.
The SPILNO office’s head Yurii Husev announced this in an interview with the CFTS portal.According to him, a preliminary feasibility study has already been completed, and a full feasibility study is now beginning. It will take six to eight months, after which tenders will be invited.
As reported, a working group that includes representatives of the European Bank for Reconstruction and Development (EBRD) began drafting a new law on concessions last year. The new version of the Concession Law is expected to harmonize the laws regulating concessions with the legislation on public-private partnership (PPP). This is necessary because concession is essentially a form of public-private partnership.
