Секретариатом портов Бразилии на федеральном правительственном уровне был разработан проект “Безбумажные порты”, имеющий целью содействие экспортным и импортным операциям, а также облегчение процедуры учета времени стоянки судов в портах Бразилии. Электронная информационная система, которая внедряется в соответствии с этим проектом, создаст информационный портал для порта. Этот портал интегрирует в единую базу данных всю информацию, которой должны обмениваться судовые агенты и множество органов, участвующие в учете сталийного времени в портах Бразилии. В августе 2010 г. такая система уже была внедрена в портах Сантос и Витория. В настоящее время она внедряется в Рио-де-Жанейро, а в 2012 г. завершится ее внедрение во всех портах Бразилии.
The Ports Without Paper project was created by the federal government’s special secretary of ports and aims to expedite the layday procedures of ships at Brazilian ports, facilitating the import and export of goods.
Under the project, a computerised system has been introduced that will create a port information portal. The portal will integrate in a single database all communications and information that must be exchanged between shipping agents and the large number of public bodies involved in the laydays of ships at Brazilian ports (ie, the port authorities, the Port Captaincy, the Health Surveillance Agency, the Ministry of Agriculture, the Federal Revenue and the Federal Police).
Before the system was implemented, shipping agencies had to send faxes or emails to each of the bodies involved when requesting the release of ships, which caused delays and resulted in the issuance of multiple forms.
The system was implemented in August 2010 at the ports of Santos and Vitoria, and has recently been implemented at the port of Rio de Janeiro. According to the secretary, the implementation of the system at all Brazilian ports will be concluded in 2012.
